Q9h.. Your phone has been disabled message

Hello friends,

Have a moto Q9h with its subsidy code, when i input them says Your phone has been disabled. I cannot get rid of this message! What can be?

Phone is from ROGERS WIRELESS

I have the same problem although I believe I created it by entering the wrong PIN multiple times. How can you get past this?
