I think qt version is 2.3.8. However there is no official sdk so if you want to use qt designer it has no ezx style and you
must change the code anyway. It is helpful to use qt designer for some graphic elements to get a basis to work with. So you need a crosstool for arm and an reverse engineered sdk. For linux look for Blackhawks crosstool and sdk.
for qmake you can install qt3-dev-tools
for designer you can install qt3-designer I think there is no way to install the old qt2-designer.

You can also develop java me application with an official sdk.
