G1 without data plan?

I have been searching all over the internet about this topic. I want to buy a used G1 phone and use it with my tmobile sim card without having to buy the 25 dollar data plan. I have wifi available at my house. Can someone please help clear things up on wether or not this is possible.

I've not done much reading, but try to see if you could get your hands on a Dev G1. It sells for around $400
