How to make and include a new Language in a Language Pack

I've tried in another pc and i'm facing the same problem: qm2any.pl is getting stuck in txt to qm process
I'm wondering if the qm files of Rokr E8 have some different structure that make them not compatible to qm2any.pl....

Could someone please make a simple test for help me?
Please take this qm attached, convert to TXT and try to convert it to qm again...

NOT NECESSARY:
I got it! Just have to convert txt file to UNIX FORMAT in Notepad ++
Now that i have the qm files, i will test them!

UPDATE:
So weird... now i have the qm files, but they have double data....
First it has the original text and when it finishs, the translated text begins.
The main problem is that just the first sequence of lines are interpreted, so translation does not work...
Working on it..., but could not get success...

Anyone knows how can i eliminate the fisrt set of text, that contains original strings of qm original file?

I think that the phone lacks the font support for this language you may try typing these characters in the phone you are sending the sms if it shows the characters than there is a problem with your phone otherwise no problem with your phone....
