Well , to be frank not always. But this is the most widely used solution after somebody gets a phone underwater.
And there is NO HARM IN TRYING.

Had a A768i fall in the sea and wash around for about 10 mins before it was found.
I removed the battery then just rinsed it out with fresh water. Didn't have any alcohol with me, so I just left it in the sun to dry.
I didn't use it for a few days to ensure it was dry, then replace the battery. It's now working fine except for the camera.
Thanks for all the help friends,
I tried changing the battery
I tried alcohol (absolute alcohol)
Doesn't work.
Sorry for my mistake, it fell in washbasin, 4 days ago, exactly on 5 jul 09.
Dry the phone I did, as much as I could.
Now the condition is the phone boots, reads the sim card to be "idea" (my service provider), serches for the network and fades and reboots.
Battery is charging.
I put QTopia on it.
QTopia turns up, boots okey, unless i access any network related stuff (like making a call, selecting network manually or searching for available networks), it hangs, then i have to take the battery out to boot it up again.
Reflash to a stock firmware, it goes to that booting-rebooting cycle again
Any comments/explanations/help are welcome
#### I had to purchase a new mobile phone. I got myself Samsung Star####
Ha! You made a mess of it.My fault somewhere that I did not clarify but espirit is 5% absolute alcohol.I tried alcohol (absolute alcohol)
You can get brand ''espirit'' on any chemist shop.
Nevermind, enjoy your new phone.

My dear friend motomaster, are you trying to tell me that using 5% alcohol to clean a electronic gadget is safe?
For, what i know , 5% v/v means that a solution which has 95% of solvent & 5% of solute. In most cases, solvent is water and solute is isopropyl alcohol, availlable freely at chemist shop, used as swab for cleaning skin prior to giving injections or incisions (also called surgical spirit).
What little piece of brain i have, it tells me that this kind of solution does more harm than accidently dipping your phone in water.
Did you yourself try your "trick"? Or you were trying to make a GUINEA PIG of my lovely phone?
Any ways, i tried your half-baked half-explained recipe, and got into a mess.
Luckily i am still at the beginning, as must be clear by my previous post, i still have hope that my beloved can be resurrected, and i will again be able to see MFANS theme logo on my mobile.
But for god's sake motomaster, be careful before giving such dangerous advice to anyone.
I am off to motorola service center with my E6.
Thanks
Dude every word of your post shows sheer frustration.I will give an answer to your every point:
Yes! As safe as it can be provided you know the meaning of ESPIRIT ,which it seems you certainly do not.are you trying to tell me that using 5% alcohol to clean a electronic gadget is safe?
Now here is a link to wake you up:
Save your wet cell phone - How To - Lifehacker
Read it .The page mentions dilute alcohol and I still minimized the alcohol content to minimize the risk.
You know right .For, what i know , 5% v/v means that a solution which has 95% of solvent & 5% of solute
You have a much more little brain that you have imagined as is evident from this post. What little piece of brain i have, it tells me that this kind of solution does more harm than accidently dipping your phone in water.
Head to this post to know if what you know is correct or not:
Source: How to Save a Wet Cell PhoneIn most cases, if you pulled the battery out in time, cleaning the inside of your phone with cleaning alcohol (5%) (alcohol will displace the water) or contact spray will fix your problem. If there is even one drop of water left inside, it can ruin your phone by corroding it and making the wrong contact. If your phone is powering up but still acting strange after you have cleaned it, then you've missed some liquid or the corrosion has already occurred and dis-assembly and cleaning with a toothbrush and appropriate solvent may fully fix it. For the fainthearted, a skilled technician or engineer can often fix such an issue easily and quickly
Do you wanna say that I intentionally drop my phone in the ocean and test this method?Did you yourself try your "trick"? Or you were trying to make a GUINEA PIG of my lovely phone?
What I did dude was to give a suggestion that is all over the place on the web with huge success.
Been here for nearly 2850 posts and more than a year and what have I been doing here? But for god's sake motomaster, be careful before giving such dangerous advice to anyone.
Helping people with suggestions.
Nobody ever said that to me ever.
Goodbye friend and relax your mind.
I sincerely wish your e6 comes back to life and I am sorry if I was the reason for the damage , if only I was.

Whew !! At least you could have tried the ESPIRIT method Anurag before accusing MM. It worked for me too when my friend dropped my E6 9 feet deep in a swimming pool.
