As you only ask for pkg...
    MPKG - OpenEZX

Why not working on another installer script? You should know debian arm packages can work on our phones (arm, not armel , as long as we keep original 2.4 kernel, we need OABI executables) , so you need to extract them (they are TGZ archives) why not arm OABI slackware, arm rpm, or any other arm else ...

For gui applications, you need to learn a bit of QT programming first (qt2.x for stock firmwares, Qt4 for qtopia-ezx), then if you want to fully integrate the apps with your phone's UI, you'll need the to learn the commom EZX gui functions (documented in the Blackhawk SDK, headers, and DEVKIT.

I suggest also to setup a linux box/laptop because this is what you will mess with in the phone, EZX crosstools, and EZX devkit (blackhawk also made an updated devkit) are what you need.

Come back with more precise questions, and i'll try to help.

developing is much more easy on LINUX.
if you want to stay with windows you have to google for "cygwin"
    or follow the white rabbit:

For scripting, you can keep windows, but :
    pros:
it's fast to write and use, "cross platform" in most of the case, learning the base can be easier, i guess.
In any case all GNU/linux and every UNIX like systems are based on shell scripts, so a good experience in this area is always good, so you can admin a server, program tasks, make crazy network stuff ... in seconds
    cons:
You'll have difficulties to find help/informations.
No compilation means no usefull error messages.
Code harder to read (designed for one-liners), and slow to run...

So yes, you should consider a backup-partitionning-dual boot-linux/windows phase...

    You have my opinion...

But using cygwin is a solution. there are also emulators (qemu, vmware), andlinux...
