Highly unlikely - I've never heard of this, I have an A1200R as well.
    Here's what I'm using:

While I was in China, I bought two Mings, one for a friend. His had the China Mobile branded firmware, so all the icons and titles of applications were different and it took me FOREVER to find and browse his file manager when I was testing the phone. If this is the problem, don't worry - you have a file manager, it's just titled differently. Try the different icons in the "All" applications list. If I remember correctly it was a bit difficult to understand where you were when the file manager opened because things were in icon view, instead of list view. It's even harder when it's in a language you're not completely fluent in (in my case I was using the phone in Chinese), so don't feel bad!

I'll call my friend when he gets off work and ask, if you haven't found it yet. But if it's just the China Mobile branded, red icon firmware you're probably fine. ^-^

Chances are very less that you won't have a File Manager. If it is indeed the case, get it replaced by the dealer.

Hey, I might have your answer; I talked to my friend who presumably has your same firmware.

If you're on the China Mobile branded firmware, and you have the phone language set to English, the File Manager program is called "My Favorites." Once you've opened My Favorites, you might want to change the format to list (rather than icon) view, so just tap the Menu button in the lower-left corner and make the change that way. Hopefully this'll be what you were looking for.
