The VolSet utility may enable you to change the VR volume as it allows you to set the volume of various applications. It does not mention VR specifically - so you may just have to install it and see.

Q: VR on A1200E too loud...any volume control?
VR on A1200E very loud..cannot hold fone to hear..
Is there anyway to control the volume of VR..
Its LOUD.....speaker fone loud..
Blown eardrums and eavesdropper heaven.
